The 1970s super-tugs: Built for one reason only

In the 1980s, as a radio officer aboard Safmarine vessels rounding the Cape, I witnessed firsthand how seriously South Africa took its stewardship of the southern sea route. The Cape of Good Hope was no mere geographic feature; it was a strategic artery for global trade, especially after the 1967 Suez closure forced massive supertankers and bulk carriers to hug our coastline. To ensure no vessel became a drifting hazard or environmental disaster, Safmarine (with government backing) invested in the world’s most powerful salvage tugs: the S.A. John Ross and S.A. Wolraad Woltemade, each boasting 19,200 shaft horsepower and bollard pulls in the 150–200 tonne range. These beasts were on permanent standby, ready to intercept, tow, or salvage anything from a VLCC to a container ship in distress. The state understood the stakes: secure the route, protect trade, safeguard the environment, and project capability.

Fast forward to 2026

Fast-forward to 2026, and the picture is starkly different. The SANDF ranks a distant 40th globally in firepower (Global Firepower Index), with chronic underfunding leaving air and naval assets crippled. The South African Navy has no blue-water presence to speak of, and SAAF maritime search-and-rescue helicopters are grounded or barely operational — recent flood ops in Mozambique scraped together just one Oryx and two A109s. The taxpayer still funds this hollow shell, yet the real emergency response now falls to private enterprise.

African Marine Solutions

Enter African Marine Solutions (AMSOL), the 100% South African-owned company holding the national Emergency Towing Vessel (ETV) contract with the Department of Transport and SAMSA. AMSOL’s fleet totals around 16 vessels (tugs, offshore support, tankers), with a combined deadweight tonnage of approximately 64,874 metric tons. Their flagship for the ETV role is the Umkhuseli, an Anchor Handling Tug Supply Vessel (AHTS) with a bollard pull of 219 tonnes — respectable and comparable to the old super-tugs in pulling power. Shaft horsepower details aren’t publicly broken out for every vessel, but modern AHTS designs like hers typically run in the 10,000–15,000+ bhp range to achieve that capability. Other key tugs include Nomasa, Siyanda, and the newer Inkanyezi (all AHTS types supporting towing, salvage, standby, and pollution response). None match the raw 19,200 hp of the 1970s giants, and the era of two dedicated super-tugs on constant Cape watch is over

Privatization of your Safety at Sea

The super-tugs themselves tell a tragic tale. Wolraad Woltemade was scrapped around 2010–2012; S.A. Amandla (ex-John Ross) followed in 2023–2024, departing Cape Town harbour on her final voyage to Alang breakers in India. I was there to watch — a gut-wrenching sight for anyone who sailed with her kind. No government buyout materialized to preserve her as a museum piece, not even from the DA-controlled City of Cape Town. Budgets, priorities, and vision simply weren’t there.

This privatization of critical maritime safety is the new reality: AMSOL keeps things afloat with capable but scaled-down assets, while the state retreats. Yet the southern sea route’s importance has only grown. With the ongoing US-Israel campaign against Iran disrupting Red Sea passages, shipping lines are making the Cape the “new normal,” adding days and millions in costs per voyage. A capable guardian is more vital than ever — but South Africa has outsourced it, leaving a vulnerability that could be exploited in any future crisis.

Thumb's down to the Comms Revolution

And then there’s the communication revolution the government still doesn’t fully grasp: Starlink. Elon Musk’s satellite internet is a game-changer at sea. Starlink Maritime (Enterprise plans) provides high-speed, low-latency connectivity (up to 350+ Mbps downloads, 25–50 ms latency) with global ocean coverage, rugged terminals built for salt, storms, and extremes. It’s installed on thousands of commercial vessels — cruise lines like Royal Caribbean, Carnival, Norwegian, and MSC have rolled it out fleet-wide. Crews get video calls, streaming, and real-time ops; operators gain remote monitoring and efficiency.

Starlink works seamlessly on ships — permanent installations handle motion, weather, and offshore distances far beyond coastal Wi-Fi. (One infamous incident involved a bulk carrier captain detouring close to shore for better internet, contributing to a grounding; Starlink eliminates that risk by delivering reliable connectivity anywhere on the oceans.)

In South Africa, however, Starlink isn’t fully operational yet. Licensing through ICASA has been stalled for years by Broad-Based Black Economic Empowerment (B-BBEE) rules requiring 30% local historically disadvantaged ownership — a barrier SpaceX has resisted. Recent policy shifts (2025 directives) allow “equity-equivalent” investments (e.g., digital infrastructure, skills programs) as alternatives, potentially opening the door. As of early 2026, Starlink remains unlicensed domestically, with no full rollout despite pressure from opposition parties like the DA for better connectivity.

Irony only thickens...

While the government clings to B-BBEE compliance before welcoming a tool that could transform maritime safety, comms, and even SAR coordination (real-time video from distressed vessels to rescuers), private operators and international shipping already benefit globally. Ships at sea can’t wait for policy toeing the line — Starlink is here, proven, and ready. South Africa’s reluctance risks leaving crews, vessels, and the vital Cape route more isolated than necessary.

This chapter isn’t just about lost tugs or grounded helicopters; it’s about a nation that once commanded its seas now relying on private fixes while ignoring game-changing tech. The southern route demands better — from both state and policy-makers.
